If you make the 8 on the break it is either a rerack or spot the 8. It doesn't make sense for it to be a win on the break because you didn't pocket the 7 previous balls with is what the game of 8 ball is all about. But however there are a lot of old bar leaguers that think they know all about rules and will tell you different.
