If you are talking about pool in general there are lots of good books and videos. In particular, I like Byrne's first two instructional videos.

If you are talking about the game of billiards, played on a table with no pockets, it will be tougher. There aren't a lot of billiard tables around anymore, so unless you are lucky enough to have a table in your small town, it will be tough.

I recommend you go to a pool room near you or the website of a pool room near you and ask for a resource.
References :
If you're in America and want to learn to play pool go to the BCA (Billiard Congress of America) website and look for an instructor close to you. Again if you're in America go to the USBA (United States Billiard Association) website if you're looking for an instructor for 3 cushion billiards.
References :
here's some tips take three balls preferably billiard balls place them on a full size table place cue ball in D then place object ball near side pocket now try and go in off and roll object ball down the table to return where it came from this is called in off this can also be placed on the black spot and proceed to go inoff the ball placed on the black spot going in off into the corner pockets basics of the game are playing two players play starts with cue balls in hand red is placed on the black spot (bottom of table) and players take turns first start by rolling your ball down table to find who can be first ( to break off) closest to the back cushion (D) after this you then take turns scoring is done a couple of ways . cannons, inoff or pot, cannons happen when the ball you strike your cue ball and it in turn strikes the two object balls ie (opponents ball and red ball or visa versa) inoff already explained or pot when potting a ball it is only returned if it is the red
not your opponents cue ball ohh i forgot the two cue balls are different
one has a small dot on it you are only allowed to strike yur cue ball,
cannons worth 2 inoff worth 2 pot of red 3points a good book would be anything from the greats of billiards walter lindrum was the greatest exponent of billiards horace his brother was also very good and has written books on the subject if you go inoff with your cue ball play starts for you at the D once more while other balls stay as they are if you pot opponents cue it stays in hand until thier turn cannons are the usual go this way you keep all balls on the table and it then becomes easier to score points thats the basics good luck and keep practicing
References :
personal ex

Put in ad in your community newspaper or if you have a local place with a table go there and ask the owner if they know of anyone who would be willing to give you lessons.
