First off I would take a wire brush to the threads. Either a brasss one or a steel one and lightly run it around the threads. Then put a light coat of oil (W-D-40 is good, butter, vegetable oil) or even rub the threads on your skin by your hair line., Anything for a lubricant. Your male and female threads may have gotten a little oxidzation on them. make sure they are clean before you lubricate them.
Should work fine then!
References :
Make sure it's clean before you do anything. Clean it with rubbing alcohol and a piece of cotton cloth. If the threads are not worn or damaged, you may want to try and find some joint protectors to prevent damage in the future.
References :
I've always used a little butter though I'm sure wax or any oil will do the trick.
References :
for stainless steel I'd use WD-40 or silicone lubricant. just don't get either one on the wood of the shaft or the butt because the solvent will damage it.
References :
Sounds as though the threads are worn nothing you can do

Edit
You could whack a load of super glue in the joint and screw it together one last time and use as a one piece cue
